Higher Education Community Bursary
The Higher Education Community Bursary provides financial assistance to full-time Singapore Citizen undergraduate students from low income groups. This scheme is co-funded by the Government, Community Development Council (CDC) and Citizens' Consultative Committee (CCC).

* Monthly household per capita income refers to the total gross monthly income of all those living in the household divided by the number of persons in the household.
** Gross monthly household income refers to the total income of all those living in the household.

From Academic Year 2026/2027, Singapore Citizen undergraduates enrolled in full-time undergraduate programmes whose monthly household per capita income* (PCI) is S$1,375 and below or gross monthly household income** (GHI) is S$5,500 and below.
Full fee paying transfer or readmitted students pursuing their first undergraduate degree and not already holding qualifications higher than a bachelor degree, are also eligible if they meet the above criteria.
Note: Undergraduate students reading the Concurrent Degree Programmes are not eligible for the bursary once they are charged graduate tuition fee.
- Recipient may concurrently hold the following:
- Scholarships/bursaries/study awards which are specifically meant to cover tuition fees only
- Bursaries or grants meant to cover accommodation-related fees
- Awards or bursaries related to overseas exchange programmes such as Student Exchange Programmes
(SEP) and NUS Overseas Colleges (NOC) programmes
- Recipient must not concurrently hold the Higher Education Bursary with the Higher Education Community Bursary.
- Recipient must not hold any other scholarships, bursaries or free aid without prior approval from the University.
Award is tenable for one year. A fresh application is required each academic year.
For students using a combination of financial aid schemes for the payment of their subsidised tuition fees, the disbursement sequence is as follows (where applicable):
- Scholarship that covers 100% of tuition fee / MENDAKI Tertiary Tuition Fee Subsidy (TTFS)
- SkillsFuture Credit
- Higher Education Community/Higher Education Bursary (Medicine/Dentistry)
- NUS Bursaries
- Post-Secondary Education Account (PSEA) Scheme*
- CPF Education Loan Scheme (CELS)*
- Higher Education Student Loan (HESL)/Tuition Fee Loan/MOE Study Loan*
- Higher Education Community/Higher Education Bursary (non-Medicine/Dentistry)
- Bursaries (non-NUS)
- GIRO deduction from students' own account/other account/NETS/Others
* If your tuition fee is already fully covered by a scholarship/NUS Bursaries/TTFS, tuition fee schemes such as PSEA, CELS, MOE TFL and MOE Study Loan (Tuition Fee portion), HESL (Tuition Fee portion) will not be applicable and you should not apply for these schemes to cover your tuition fee). If you are an existing recipients of such tuition fee schemes, please contact the Office of Finance to suspend the PSEA, CELS, MOE TFL and MOE Study Loan (Tuition Fee portion), if applicable.
Upon satisfactory compliance of all terms and conditions, funds will be credited to the student's account by the Office of Finance twice a year around September and February each year. All fees due to the University will be deducted from the funds prior to crediting.
