Schemes for Tuition Fees and/or Living Costs

Higher Education Bursary


The Higher Education Bursary is funded by the Singapore government to provide financial assistance to Singapore Citizen undergraduates from lower to middle income groups.

From Academic Year 2026/2027 onwards

* Monthly household per capita income refers to the total gross monthly income of all those living in the household divided by the number of persons in the household.
** Gross monthly household income refers to the total income of all those living in the household.

From Academic Year 2026/2027, Singapore Citizen undergraduates enrolled in full-time undergraduate programmes, part-time undergraduate programmes such as the Bachelor of Technology and Bachelor of Science (Nursing Practice), or Bachelor of Information Technology programmes whose monthly household per capita income* (PCI) is S$3,000 and below, or whose gross monthly household income** (GHI) is S$12,000 and below.

The following undergraduate students who meet the above criteria are also eligible:
  • Graduate LL.B students who are under the MOE Tuition Grant Scheme
  • Full fee paying transfer or readmitted students who are pursuing their first undergraduate degree and not already holding qualifications higher than a bachelor degree

The following Singapore Citizen undergraduates reading the Bachelor of Technology, Bachelor of Science (Nursing Practice) and Bachelor of Information Technology are ineligible:
  • repeat programmes
  • pursuing Earn and Learn Programmes (ELPs)
  • paying unsubsidised tuition fee
  • pursuing programmes that do not lead to the attainment of a full qualification degree programme
  • fully sponsored by their employers

Note: Undergraduate students reading the Concurrent Degree Programmes are not eligible for the bursary once they are charged graduate tuition fee.

 

  1. Recipient may concurrently hold the following:
    1. Scholarships/bursaries/study awards which are specifically meant to cover tuition fees only
    2. Bursaries or grants meant to cover accommodation-related fees
    3. Awards or bursaries related to overseas exchange programmes such as Student Exchange Programmes (SEP) and NUS Overseas Colleges (NOC) programmes
  2. Recipient must not concurrently hold the Higher Education Bursary with the Higher Education Community Bursary.
  3. Recipient must not hold any other scholarships, bursaries or free aid without prior approval from the University. 

Award is tenable for one year. A fresh application is required each academic year.

For students using a combination of financial aid schemes for the payment of their subsidised tuition fees, the disbursement sequence is as follows (where applicable):

 

  1. Scholarship that covers 100% of tuition fee / MENDAKI Tertiary Tuition Fee Subsidy (TTFS)
  2. SkillsFuture Credit
  3. Higher Education Community/Higher Education Bursary (Medicine/Dentistry) 
  4. NUS Bursaries
  5. Post-Secondary Education Account (PSEA) Scheme*
  6. CPF Education Loan Scheme (CELS)*
  7. Higher Education Student Loan (HESL)/Tuition Fee Loan/MOE Study Loan*
  8. Higher Education Community/Higher Education Bursary (non-Medicine/Dentistry)
  9. Bursaries (non-NUS)
  10. GIRO deduction from students' own account/other account/NETS/Others

* If your tuition fee is already fully covered by a scholarship/NUS Bursaries/TTFS, tuition fee schemes such as PSEA, CELS, MOE TFL and MOE Study Loan (Tuition Fee portion), HESL (Tuition Fee portion) will not be applicable and you should not apply for these schemes to cover your tuition fee). If you are an existing recipients of such tuition fee schemes, please contact the Office of Finance to suspend the PSEA, CELS, MOE TFL and MOE Study Loan (Tuition Fee portion), if applicable.

 

Upon satisfactory compliance of all terms and conditions, funds will be credited to the student's account by the Office of Finance twice a year around September and February each year. All fees due to the University will be deducted from the funds prior to crediting.
