Post-Secondary Education Account (PSEA) Scheme

The PSEA Scheme is administered by the Ministry of Education (MOE) and open to all eligible Singaporeans.

Undergraduate students reading the iBLOC and Special Term modules

Students who wish to utilise their PSEA funds for payment of tuition and/or mandatory miscellaneous fees should apply using the Ad Hoc Withdrawal Form found below. For students reading the iBLOC modules, specifically Returning Full-Time National Servicemen (RNS), application is open from 1 to 7 March 2017. We advise students to pay for their outstanding fees first before the deadline for payment of tuition fees even after they have submitted the PSEA application to avoid any late payment penalty. Once the PSEA funds are in, the amount withdrawn will be reimbursed to the student. For students reading the Special Terms, re-application is required and the application period can be found under section 2(b).

The PSEA Scheme allows students to utilise their siblings’ PSEA funds, up to a maximum of three siblings. Consent for withdrawal of siblings’ PSEA funds must be sought for siblings above 21 years old and parents’ authorisation of usage is required if siblings are below 21 years old.

What can the PSEA Funds be used for?

From Academic Year (AY) 2008/09, funds from the PSEA can be used for tuition fees (inclusive of mandatory miscellaneous fees / miscellaneous student fees), University Town College Programme and University Scholars Programme college (accommodation and meal) fees as well as enrichment programmes approved and endorsed by the University.

Students may call the PSEA enquiry line to check whether there are sufficient funds in their PSEA before submitting the Standing Order or the Ad Hoc Withdrawal Form. The full balance in PSEA will be deducted if it is insufficient to cover the withdrawal amount indicated on the Ad Hoc Withdrawal Form or the full tuition & miscellaneous fees if a Standing Order form is submitted. A statement from MOE will be sent to the account holder if there are any transactions in his/her PSEA in the previous month.

(1) Application for PSEA Funds using Standing Order Form
(applicable only for students who are using PSEA funds for payment of tuition fees AND mandatory miscellaneous fees / miscellaneous student fees within the stipulated application timeline)


A Standing Order (SO) form must be submitted before a withdrawal for tuition fees can be made. The SO is a one-time application. Once a SO is received, funds for tuition fees (inclusive of mandatory miscellaneous fees) will be automatically withdrawn for Semester 1 and Semester 2 (not applicable for Special Terms) until either the PSEA funds are used up or the SO is terminated (via email notification to http://www.askadmissions.nus.edu.sg/app/home) or replaced (via submission of a new SO).

Application

Download the SO form here and submit/mail the completed form to the Office of Financial Aid (within Office of Admissions) during the application period below. Incomplete forms will be rejected and will not be processed.

Important notes:

Standing Order (SO) is NOT applicable to students who wish to use their PSEA to pay for:

  1. Tuition fees only for Semester 1 or 2
  2. Mandatory miscellaneous fees / miscellaneous student fees only for Semester 1 or 2
  3. Fees related to Enrichment Programme / SEP/ NOC
  4. College (accommodation and meal) fees from UTown College Programme / University Scholars Programme
  5. Special Term fees
  6. Tuition fees from Bachelor of Technology Programme (BTech)
  7. Mandatory miscellaneous fees / miscellaneous student fees if their tuition fees are already covered under a scholarship, bursary, subsidy, grant or any other free aid

Students under any of the above-mentioned category and/or missed the SO application deadline should use the Ad Hoc Withdrawal Form instead. If you have wrongly submitted the SO, you should terminate the SO by downloading the termination form here and submit the completed form to MOE directly.

(2) Application for PSEA Funds using Ad Hoc Withdrawal Form

Ad Hoc withdrawals of PSEA funds are allowed for one-time withdrawal for the current semester only for payment of tuition AND/OR mandatory miscellaneous fees, University Town College Programme, University Scholars Programme and Ridge View Residential College Programme college (accommodation and meal) fees and enrichment programmes that are approved and endorsed by the University. Re-application is required for payment of the above-mentioned fees for subsequent semesters.

Important notes:
Ad Hoc Withdrawal Form is applicable to students who missed the SO application deadline and/or wish to use their PSEA to pay for:

  1. Tuition fees only for Semester 1 or 2
  2. Mandatory miscellaneous fees / miscellaneous student fees for Semester 1 or 2
  3. Fees related to Enrichment Programme / SEP / NOC
  4. College(accommodation and meal) fees from UTown College Programme / University Scholars Programme / Ridge View Residential College Programme
  5. Special Term fees
  6. Tuition fees from Bachelor of Technology Programme (BTech)
  7. Mandatory miscellaneous fees / miscellaneous student fees if their tuition fees are already covered under a scholarship, bursary, subsidy, grant or any other free aid
  8. Compulsory health screening and vaccination fees for Health Science students

(a) Students who wish to utilise their PSEA funds for payment of tuition and/or mandatory miscellaneous fees / miscellaneous student fees


Students may submit the Ad Hoc Withdrawal Form at any time during the semester.

As the PSEA funds might not come in before the deadline of payment of tuition fees, we advise students to pay for their outstanding fees first even after they have submitted the PSEA application to avoid any late payment penalty. Once the PSEA funds are in, the amount withdrawn will be reimbursed to the student.

 

(b) Students who wish to utilise their PSEA funds for payment of Special Terms Fees


Students may submit the Ad Hoc Withdrawal Form within the application periods stipulated below:

One application form must be submitted for each specific withdrawal. For example, students who wish to withdraw the PSEA funds for modules taken in both Special Term I and Special Term II must submit two Ad Hoc Withdrawal Forms the application periods mentioned above.

As the PSEA funds would not come in before the deadline of payment of tuition fees, we advise students to pay for their outstanding fees first even after they have submitted the PSEA application to avoid any late payment penalty. Once the PSEA funds are in, the amount withdrawn will be reimbursed to the student.

(c) Students who wish to withdraw their PSEA funds for SEP/NOC/overseas/enrichment/preparatory programmes

Please note the following conditions before submitting the Ad Hoc Withdrawal Form for SEP/NOC/overseas/enrichment/preparatory programmes:

(i)All programmes should be offered by NUS. If the programme is not offered by NUS, it must be approved and endorsed by NUS. Enrichment programmes must be academic in nature or work-skill related. Examples of eligible programmes include attachments, leadership training courses, short study trips or tours, competitions, conferences, performances and community involvement programmes.

(ii) The application form must be submitted together with

   - letter of offer/acceptance issued by NUS and/or partner university showing the start and end dates of the programme. (e.g. for SEP and NOC, both letters should be submitted) OR endorsement form for programmes (except Summer/Winter programmes*) approved and endorsed by NUS but without the NUS letter of offer/acceptance. Download endorsement form here.

*For Summer/Winter programmes, students should submit the letter of offer/acceptance issued by the partner university. If an endorsement form is required, students will be advised to do so after the application is submitted to the Office of Financial Aid.

  - supporting documents as evidence of the cost* for participating in the programme.

  Items allowed: programme fees, airfare, accommodation, travel insurance, visa, compulsory health screenings/vaccinations

  * Based on reimbursement basis. Receipts would have to be submitted (Attach proof of actual amount paid if currency is not in SGD, otherwise, it will be based on our conversion). Invoices would have to be accompanied by proof of payment (e.g. bank or credit card statement). All receipts/invoices should bear the student’s name.

Please note that the maximum amount of PSEA funds students can withdraw is the total expenses amount minus the coverage of any awards/grants/bursaries/scholarships meant for the payment of the same type of expenses they are claiming for (e.g. NASA Bursary, SEP Award).

The application form and supporting documents must be submitted to the Office of Financial Aid (within the Office of Admissions) after the completion of the programme, within 2 months from the end date. Application submitted beyond 2 months of the programme end date will not be processed.

(d) Students who wish to withdraw their PSEA funds for Ridge View Residential College (RVRC) Programme, University Town College Programme (UTCP) or University Scholars Programme (USP) college (accommodation and meal) fees

Students may submit the Ad Hoc Withdrawal Form within the application periods stipulated below:

We advise students to pay for their outstanding fees first before the deadline of payment of college (accommodation and meal) fees even after they have submitted the PSEA application to avoid any late payment penalty. Once the PSEA funds are in, the amount withdrawn will be reimbursed to the student.

Please note the following conditions before submitting the Ad Hoc Withdrawal Form for college (accommodation and meal) fees:

(i) Only students in the Ridge View Residential College (RVRC) Programme, University Scholars Programme (USP) or the University Town College Programme (UTCP) are eligible.

(ii) PSEA funds can be withdrawn for only compulsory college-related fees incurred (e.g. college registration fees, college fees, compulsory meal plans). Related discretionary fees such as excess utilities consumption or optional meal plans cannot be paid for using PSEA funds.

Please note that the maximum amount of PSEA funds students can withdraw is the fees charged minus the coverage of any awards/grants/bursaries/scholarships meant for the payment of the same type of expenses they are claiming for (e.g. UTown Bursary, RPB).

Students can submit the application once they are charged college fees via the UHMS.

Disbursement of PSEA funds

The PSEA funds will be shown in UHMS within 4-6 weeks after submission. For students who have paid their college fees first, submission of their credit bank account details via mySIS is also required for the PSEA funds to be credited to the students’ bank accounts. For students who have paid using credit card, the funds will be refunded to the card.

Students are encouraged to apply for the GIRO facility (debit) via mySIS for payment of college fees. For your information, the GIRO payment due date for colleges fees is later than the payment due date for other modes of payments.

Application

One application form must be submitted for each specific withdrawal/semester that students wish to use the PSEA funds. Please indicate on the application form the usage category and exact amount to be withdrawn. Incomplete forms will be rejected and will not be processed.

The application form must be submitted to the Office of Financial Aid (within the Office of Admissions) by the stipulated deadline. Students who wish to know the status of their withdrawal requests may call the MOE enquiry line at 6260 0777 4 to 6 weeks (excluding PSEA withdrawal for college fees) after they have submitted the forms to the Office of Financial Aid or check their online student bill. Students who are withdrawing their PSEA for their college (accommodation and meal) fees can check with their respective colleges or the UHMS on enquiries regarding the transactions of their college fees.
