Post-Secondary Education Account (PSEA) Scheme

The PSEA Scheme is administered by the Ministry of Education (MOE) and is opened to all eligible Singaporeans.

The PSEA Scheme allows students to utilize their siblings’ PSEA funds up to a maximum of three siblings. Consent for withdrawal of siblings’ PSEA funds must be sought for siblings above 21 years old and parents’ authorization of usage if siblings are below 21 years old.

What can the PSEA Funds be used for?

From Academic Year (AY) 2008/09, funds from the PSEA can be used for tuition fees (inclusive of mandatory miscellaneous fees) as well as enrichment programmes approved and endorsed by the University.

Students may call the PSEA enquiry line to check whether there is sufficient fund in their PSEA before submitting the Standing Order or the Ad Hoc Withdrawal Form. The full balance in PSEA will be deducted if it is insufficient to cover the withdrawal amound indicated on the Ad Hoc Withdrawal Form or the full tuition & miscellaneous fees through the Standing Order. A monthly statement from MOE will be sent to the account holder if there are any transactions in his/her PSEA in the previous month.

(1) Application for PSEA Funds using Standing Order Form
(applicable only for students who are using PSEA funds for payment of tuition fees AND mandatory miscellaneous fees within the stipulated application timeline)

A Standing Order (SO) form must be submitted before a withdrawal for tuition fees can be made. The SO is a one-time application. Once a SO is received, funds for tuition fees (inclusive of mandatory miscellaneous fees) will be automatically withdrawn for Semester 1 and Semester 2 (not applicable for Special Terms) until either the PSEA funds are used up or until the SO is terminated (via email notification to financialaid@nus.edu.sg) or replaced (via submission of a new SO). Important notes:

(a) Students who are under scholarships which terms and conditions specifically state to cover both their tuition and miscellaneous fees should not withdraw their PSEA to pay for their tuition and/or miscellaneous fees. Students who have already submitted the SO form and wish to terminate their SO can download the termination form here and submit the completed form to MOE directly.

(b) For students who have already submitted their SO form and wish to use their PSEA funds for payment of Special Terms fees, should submit an additional Ad Hoc Withdrawal Form as the SO is not applicable for Special Term fees.

(c) Students under the Bachelor of Technology Programme should not use the SO form for withdrawal of their PSEA funds for payment of their tuition and miscellaneous fees. Please use the Ad Hoc Withdrawal form instead.

(2) Application for PSEA Funds using Ad Hoc Withdrawal Form

Ad hoc withdrawals of PSEA funds are allowed for one-time withdrawal for payment of tuition AND/OR mandatory miscellaneous fees (current semester), MMF and enrichment programmes that are approved and endorsed by the University. Re-application is required for payment of the above-mentioned fees or programmes for subsequent semesters.

(a) Students who wish to withdraw their PSEA funds for payment of tuition and/or mandatory miscellaneous fees

Students in the following categories should submit the Ad Hoc Withdrawal form:

Students who wish to submit ‘Standing Order’ but missed the deadline for submission

Students who wish to use their PSEA funds to pay the tuition fees only

Students who wish to use their PSEA funds to pay the mandatory miscellaneous fees only

Students who wish to use their PSEA funds to pay the Special Term Fees

Students who are in the Bachelor of Technology Programme (BTech) who wish to use their PSEA to pay for their tuition and/or mandatory miscellaneous fees

Students whose tuition fees (excluding mandatory miscellaneous fees) are fully covered by scholarships (specifically stated in the terms and conditions to cover tuition fees), bursaries, subsidies, grants or any other free aid and wish to use their PSEA to pay for their mandatory miscellaneous fees


Students who wish to utilise their PSEA funds for their tuition and/or miscellaneous fees during normal semester(s) may submit the Ad Hoc Withdrawal Form any time during the semester(s). However, students must submit the Ad Hoc Withdrawal form within the application periods stipulated below for funds to be used to offset outstanding fees before each tuition fee payment due date:

(b) Students who wish to withdraw their PSEA funds for Special Terms

Students who wish to utilise their PSEA funds for their tuition fees during special term must submit the Ad Hoc Withdrawal form within the application period stipulated below:

One application form must be submitted for each specific withdrawal. For example, students who wish to withdraw the PSEA funds for modules taken in both Special Term I and Special Term II must submit two Ad Hoc Withdrawal forms at the stipulated application period mentioned above. Download the Ad Hoc Withdrawal form here. Please indicate in the application form the usage category and exact amount to be withdrawn and which Special Term at the Course/Fee Description. The application form must be submitted to the Office of Financial Aid (within the Office of Admissions). Students who wish to know the status of their withdrawal requests may call the enquiry line at 62600777 4-6 weeks after they have submitted the forms to the Office of Financial Aid or check their online student bill.

(c) Students who wish to withdraw their PSEA funds for enrichment*/preparatory programmes

Please note the following conditions before submitting the Ad Hoc Withdrawal form for enrichment*/preparatory programmes:
*Enrichment programmes need to satisfy conditions (i), (ii) and (iv) only.

(i) Programmes (except for Student Exchange Programmes and NOC Overseas College Programmes) must be endorsed by your home faculty Dean’s Office to be relevant to the course you are pursuing. Please click here to download the Endorsement Form for PSEA Application which has to be submitted with the Ad Hoc Withdrawal form.

(ii) The application form must be submitted together with supporting documents as evidence of the cost for participating in the programme.

(iii) Student club activities that are student-led will not be eligible for PSEA claims. Activities should be organised by NUS.
