Mr Yip is the former Head of Civil Service, having served in the role from 2017
until his retirement on 1 April 2026. He is currently a Director of Temasek Holdings
and Temasek Capital (China) Holdings. A career civil servant, Mr Yip joined the
Singapore Public Service in 1982 as a police officer and held various leadership
appointments in the police force. He went on to serve as Principal Private
Secretary to then Senior Minister Lee Kuan Yew, Permanent Secretary, Ministry
of Manpower, Permanent Secretary, Ministry of Home Affairs, and Permanent
Secretary, Prime Minister’s Office. Mr Yip was the founding Chief Executive of
the then Singapore Workforce Development Agency in 2003. He also served as
Chairman of the Economic Development Board. He is an alumnus of Cambridge
University, Harvard University and Warwick University.
