How do I know whether my student loan application is approved?
For Higher Education Student Loan (HESL), student and your guarantor will receive an email notification to e-sign your HESL agreement if your application is approved. You can log in to StudentLoanSG (SLSG) portal (from 29 July 2026, 10am) to find out the status of your HESL application.
For the other student loans such as NUS Student Assistance Loan (SAL) and Overseas Student Exchange Programme Loan (OSEP), application is approved with the issuance of the respective Letter of Offer.
Hence, it is important that you update your contact details in Education Records System and with the relevant banks (DBS Bank / OCBC Bank) so that you can be contacted for any clarification on your loan application.
How long does it take for my student loan application to be approved?
For Higher Education Student Loan (HESL), please refer to the StudentLoanSG (SLSG) portal (from 29 July 2026, 10am) for the application process and timeline.
For SAL, it takes about 2-3 weeks for the bank to process your application, after you and your guarantor have signed it digitally.

*Note: The HESL – Balance Fee Coverage is applicable to Singapore citizens only. The HESL – Base Provision and Balance Fee Coverage will not be applicable if tuition fee is already covered fully by a scholarship/ NUS Bursary/ MENDAKI Tertiary Tuition Fee Subsidy/ CPF Education Loan Scheme (CELS)/ Higher Education Community Bursary/ Higher Education Bursary/any other aid provisions/awards.
For Medicine/Dentistry students, the Higher Education Community/ Higher Education Bursary will be used to offset your tuition fee first (before the HESL – Base Provision and Balance Fee Coverage).

I was awarded MOE Tuition Fee Loan (TFL)/Higher Education Student Loan (HESL) Base Provision in the previous semester. I just logged in to Education Records System (EduRec) to see my Student Bill (before classes start), but there is no TFL/ HESL-Base Provision for this semester. Why is this so?
I have been awarded the MOE Study Loan (SL), NUS Student Assistance Loan (SAL) and a bursary. But my Student Bill does not show the loans and bursary awarded. Why?
I have been awarded MOE Tuition Fee Loan (TFL) and MOE Study Loan (SL). But there is still outstanding amount in my Student Bill. Why?
MOE TFL covers only the 90% of the Singapore Citizen subsidised Tuition Fee payable and does not cover Miscellaneous Student Fees (MSF). MOE SL covers 10% or 20% of the Singapore Citizen rate, and is grouped under “Other Loans & Awards” in the Student Bill. Hence, the amount not covered by TFL and SL remains outstanding and is payable. Please apply for GIRO so that your fees not covered by your loans and other financial aid will be deducted automatically on the scheduled GIRO deduction dates.
I have been awarded Higher Education Student Loan (HESL) Base Provision and Balance Fee Coverage. But there is still outstanding amount in my Student Bill. Why?
HESL Base Provision and Balance Fee Coverage only covers up to a percentage of the subsidised Tuition Fee payable for your citizenship and does not cover Miscellaneous Student Fees (MSF). Hence, the amount not covered by HESL Base Provision and Balance Fee Coverage remains outstanding and is payable. Please apply for GIRO so that your fees not covered by your loans and other financial aid will be deducted automatically on the scheduled GIRO deduction dates.
I am an international student. I have checked my Student Bill and the MOE Tuition Fee Loan (TFL) is not 90% of my Tuition Fee. Why?
This is because the MOE TFL is based on 90% of the Singapore Citizen subsidised Tuition Fee. Please apply for GIRO so that your fees not covered by loans and other financial aid will be deducted automatically on the scheduled GIRO deduction dates.
How is the MOE Study Loan (SL) (Tuition Fee portion) disbursed to me? Will this amount be credited to me or will it be used to offset against my school fees directly?
Your SL (Tuition Fee portion) will be disbursed to you under “Other Loans & Awards” of your Student Bill. MOE SL disbursement (Tuition Fee portion) is 10% or 20% of the subsidised Tuition Fees amount payable by Singapore Citizens and it is offset directly against the Tuition Fees payable by you.
When will I receive my Higher Education Student Loan (HESL) Living Allowance / MOE Study Loan (SL) allowance / NUS Student Assistance Loan (SAL) amount?
When will I receive my Overseas Student Exchange Programme (OSEP) amount?
The amount will be credited into your bank account within 2 weeks of the loan agreement signed date.
How do I view the total loan amounts disbursed to me over the years?
To view the total loan amounts disbursed,
- Login to Education Records System (EduRec)
- Click “My Homepage” for drop-down menu
- Select “Financial Self Services”
- Click “View Financial Aid Disbursed”
- Click “View All” to display all line items
- Click “FA Code” to sort by the various financial aids disbursed
- Add the amounts for the applicable line items to find the total amounts disbursed (e.g. MOE Tuition Fee Loan, MOE Study Loan)

What do I do if I need to change guarantors for my Higher Education Student Loan (HESL)/MOE Tuition Fee Loan (TFL) and/or MOE Study Loan (SL)?
Students are not allowed to change their guarantor except in the event of bankruptcy, death, insanity or disability of the guarantor, for which the student is required to:
- inform the bank immediately in writing, and
- appoint an alternative guarantor acceptable to the bank within one month from the occurrence of the event incapacitating the existing guarantor
