Special & Detailed Controls Plans (SDCP)

The Special and Detailed Controls Plans complement URA’s statutory Master Plan 2008. The SDCP consists of the detailed local area plans for physical development and under the Parks and Waterbodies plan, it has been defined as follows:

Parks and Waterbodies Plan

The Parks and Waterbodies Plan reflect the existing and proposed green spaces and waterbodies. These include parks, open spaces, interim greens, park connectors, promenades, nature reserves, nature areas and waterbodies. The boundaries and alignments indicated on these plans are indicative and subject to interpretation and determination by the competent authority.
According to URA, depicting the nature areas in the SDCP will give better recognition to these areas and minimize impact of future developments on these areas.

The level of commitment given to nature areas included under the SDCP for NUS is stated as:
“The areas demarcated contain some nature areas which have been identified for their biodiversity. They will be kept for as long as possible until required for development. If development falls within or in the vicinity of the demarcated area, an ecosystem study may be required, as advised by the relevant authority, before any development proceeds.”
