China's New Provincial Leaders: Major Reshuffling Before the
17th National Party Congress

In late 2006 and early 2007, elections for provincial Party committees will occur in the run up to the 17th National Party Congress in 2007. Each provincial unit will have a new provincial Party Secretary and provincial governor. These people will likely enter the 17th Central Committee of the CCP as full members. For those provincial units with a seat in the Politburo, the Party Secretary of the provincial unit will likely enter the 17th Politburo.

The International Department of the Central Committee of the Chinese Communist Party has played an important role in Party affairs and the foreign affairs of the PRC for over 80 years. It has served as a conduit to enter into exchanges with and to study foreign political parties and foreign social and economic practices. It has helped the CCP and other organisations monitor and learn lessons from the outside world.

Although the Chinese official media outlets at the lowest level of the media hierarchy, such as those in Haiyan County, enjoy a relatively more relaxed political environment, they are nevertheless tightly bound to the state. Media workers have no choice but to work cooperatively with the local government. The outlook about the contribution of local media to the development of a more autonomous and democratic Chinese society is generally not sanguine.

Developing Central China: A New Regional Programme

The Hu/Wen leadership announced the "Rise of Central China" programme in 2004 mainly to appease disgruntled elites in Central China who believed that the Central Government had neglected the region in favour of the coastal and northeastern regions. The programme aims to address income inequality, poverty and rural unrest.


Reflections on History Education for 21st Century Chinese Communities

A "History Education for 21st Century Chinese Communities" symposium was held in June 2006 in Hong Kong. Its primary objectives were to discuss ways for history instructors to inculcate Hong Kong youngsters with a sense of cultural identity, to employ new technologies in the teaching of history and to ensure a future for history departments at Hong Kong Universities.


Service Sector Growth in China and India: A Comparison

While the service sector has become the dominant contributor to the Indian economy, in China it has lagged well behind the manufacturing sector. The reasons relate to the countries' differing histories and development strategies. It is expected that China's services sector will grow rapidly in the coming years.
