1) Full-time undergraduates except for full fee paying international undergraduates who registered in AY2006/2007 and thereafter.
2) Part-time undergraduates who satisfy the following criteria:
(i) Must be a Singapore Citizen;
(ii) Qualified for full-time courses but choose to pursue the part-time course due to financial reasons;
(iii) Pursuing the first undergraduate course of study. |
Interest computation is deferred until after graduation. Thereafter, average prime rate of DBS, OCBC and UOB applies. Repayment can be in one lump sum or in fixed equal monthly installments (minimum of $100 per month), commencing not later than 2 years after graduation. The maximum repayment period is 20 years. |
A guarantor is required. He or she must be an adult between 21 and 60 years of age and is not a bankrupt. Only Singaporean guarantors are acceptable for Singaporean students; Singaporean/SPR guarantors are acceptable for SPR students and Singaporean/SPR/non-Singaporean guarantors are acceptable for international students. |

For returning NSmen who are registering for Special Term of AY2007/2008, please apply by 25 April 2008.
For returning NSmen who are registering in AY2008/2009, the application period is from 1 May to 16 July 2008.

B. Central Provident Fund (CPF) Education Scheme (CES) |

The value of the loan should not exceed the tuition fee payable and the CPF member may only use up to 40% of accumulated savings in the ordinary account, excluding amounts withdrawn for housing. |
All full-time undergraduates except for full fee paying undergraduates. |
Repayment starts one year after graduation or on leaving the course, whichever is earlier. The student has to repay the full amount of CPF savings withdrawn and the interest from the time the savings are withdrawn. The interest, which is based on the prevailing CPF interest rate, will be credited into the CPF account of the member whose savings had been used. The repayment can be made in one lump sum or by monthly installments over a maximum period of 12 years. For outstanding amounts of up to $10,000, the minimum repayment per month is $100. |
From 1 April 2005, CPF Board has waived the need for students to furnish a guarantor for applications to use CPF savings for education. Existing guarantors under the scheme will continue to be liable. However, a replacement guarantor is not required in the event the existing guarantor becomes ineligible, such as in the event of death or bankruptcy. |
Application period will be announced in due course. A SingPass must be obtained before applying.
Online application starts from 9 June 2008 and ends on 8 August 2008.

| C. Mendaki Tertiary Tuition Fee Subsidy (TTFS) |

Obtain application form from the Student Service Centre (SSC) at Level 1, Yusof Ishak House from 1 March 2008. Duly completed forms must be returned to SSC by 1 August 2008 (or by 30 April 2008 for Returning NSmen who are registering for Special Term AY 2007/2008).
Non-registered students are to apply only after acceptance of offer of admission.
Yayasan MENDAKI will send the application results to applicants who are admitting in Special Term and AY2008/09 in early June and early September 2008 respectively. Unsuccessful applicants may wish to apply for other available financial assistance schemes administered by Yayasan MENDAKI.

| D. Post-Secondary Education Account (PSEA) Scheme |
The PSEA Scheme is administered by the Ministry of Education (MOE) and is opened to all eligible Singaporeans.
The PSEA Scheme allows students to utilize their siblings’ PSEA funds up to a maximum of three siblings. Consent for withdrawal of siblings’ PSEA funds must be sought for siblings above 21 years old and parents’ authorization of usage if siblings are below 21 years old.
WHAT CAN THE PSEA FUNDS BE USED FOR?
From Academic Year (AY) 2008/09, funds from the PSEA can be used for tuition fees (inclusive of mandatory miscellaneous fees) as well as enrichment programmes approved and endorsed by the University.
HOW TO APPLY FOR WITHDRAWAL OF PSEA FUNDS?
WITHDRAWAL FOR TUITION FEES
A Standing Order (SO) form must be submitted before a withdrawal for tuition fees can be made. The SO is a one-time application. Once a SO is received, funds for tuition fees (inclusive of mandatory miscellaneous fees) will be automatically withdrawn each semester until either the PSEA funds are used up or until the SO is terminated (via email notification to financialaid@nus.edu.sg) or replaced (via submission of a new SO). Students who want to use the PSEA funds to pay the Mandatory Miscellaneous Fees (MMF) only should use the Ad Hoc Withdrawal Form below.
AD HOC WITHDRAWAL FOR ONE-TIME PAYMENTS
Ad hoc withdrawals of PSEA funds are allowed for one-time withdrawal for payment towards tuition fees, MMF and enrichment programmes such as Overseas Student Programmes and local and overseas conferences/competitions that are approved and endorsed by the University. All ad hoc withdrawal applications are subject to approval by the Student Financial Aid Unit.
One application form must be submitted for each specific withdrawal. Download the ad hoc withdrawal application form here. Please indicate in the application form the exact amount to be withdrawn. The application form together with supporting documents as evidence of the cost for participating in the programme/activity must be submitted to the Student Service Centre or mailed to the Student Financial Aid Unit in the Registrar’s Office.

E. NUS Study Loan |

The NUS Study Loan is tenable for the entire course of study. Based on the assessed level of neediness, an eligible applicant will be offered one of the following types of loan:
Type A1
20% tuition fee payable by Singapore Citizens for the same course and a living allowance loan of $3,600 per year.
Type A2
20% of tuition fee payable by Singapore Citizens for the same course.
Type A3
A living allowance loan of $3,600 per year.
Type B1
10% of tuition fee payable by Singapore Citizens for the same course and a living allowance loan of $3,600 per year.
Type B2
10% of tuition fee payable by Singapore Citizens for the same course.
Type B3
A living allowance loan of $3,600 per year. |
Local and international undergraduates whose monthly per capita household income* (PCI) is not more than $2,400 and $1,200 respectively.
Type A1 & A2
Undergraduates who have received financing of 80% of tuition fee payable by Singapore Citizens for the same course from at least one or a combination of the following: TFL; CES; TTFS; aid from a registered government agency.
Type B1 & B2
Undergraduates who have received financing of 90% of tuition fee payable by Singapore Citizens for the same course from at least one or a combination of the following: TFL; CES; TTFS; aid from a registered government agency.
Type A3 & B3
Undergraduates who have received financing of 100% of tuition fee payable by Singapore Citizens for the same course from at least one or a combination of the following: TFL; CES; TTFS; aid/scholarship from a registered government agency which does not cover living expenses.
Full fee paying international undergraduates who registered in AY2006 and thereafter are not eligible.
Part-time undergraduates who are Singapore Citizens and eligible to apply for the NUS Study Loan will not be offered the living allowance loan. They will be offered either Type A2 or B2 depending on the assessed level of neediness. |
Type A1/A2/A3
The loans are interest free for Singaporeans only. The maximum repayment period is 5 years.
Type B1/B2/B3
Interest computation is deferred until after graduation. Thereafter, average prime rate of DBS, OCBC and UOB applies. Maximum repayment period is 20 years.
Repayment can be in one lump sum or in fixed equal monthly installments (minimum of $100 per month) commencing not later than 6 months after graduation or on securing employment, whichever is earlier. |
A guarantor is required. He or she must be a Singaporean between 21 and 60 years old and is not a bankrupt. He or she cannot be a party (borrower/guarantor) to more than one other loan. Only Singaporean guarantors are acceptable for Singaporean students; Singaporean/SPR guarantors are acceptable for SPR students and Singaporean/SPR/non-Singaporean guarantors are acceptable for international students. |

Financially needy undergraduates who have been offered or are in receipt of the NUS Study Loan with the living allowance component.
Recipients of the ASEAN Undergraduate Scholarship, NUS Undergraduate Scholarship, NUS Faculty Scholarships, University Engineering Scholarship and such other scholarships are also eligible to apply for this loan. |
The loans are interest free. The repayment period depends on the value of the loans and varies from 3 to 5 years. Repayment can be in one lump sum or in fixed equal monthly installments commencing not later than 3 months after graduation.

A guarantor is required. He or she must be a working Singapore Citizen or Singapore Permanent Resident. He or she must be above 21 years of age and is not a bankrupt. He or she must not be a party (borrower/ guarantor) to any agreement unless the agreement relates to Subsistence Loan/ Cash Assist Loan involving the same student.

2 adult guarantors are required. They must be gainfully employed and not declared bankrupt. At least one guarantor must be a Singapore Citizen. |
