To meet the above key challenges and seize new opportunities for establishing itself firmly as a world-class university, NUS needs a capable and committed group of academic and administrative leaders. It is essential for NUS to identify and nurture the next generation of leaders, who are dynamic and caring, strategic in thinking, effective in policy implementation and who are champions of the academic ethos. The staff appraisal and development system has to be reviewed regularly to ensure that it motivates staff and rewards them according to performance. Teaching, research and other services have to be monitored closely and regularly for quality. Greater efforts have to be made to determine how the various decision-making processes can be modified to improve productivity through decentralisation, better utilisation of information technology, and a well-managed system of empowerment and accountability. With the government's new 'block grant' system for University funding, the opportunity to innovate and benefit from the increased autonomy in fund management should be exploited. The University must continue to learn and respond readily to change, so as to ensure that it will enter the 21st century as a more innovative and dynamic institution. |
