In 2006, The Research, Innovation and Enterprise Council (RIEC) identified clean energy and in particular photovoltaics (PV) as a focus area within the frame of the Environmental and Water Technologies (EWT) strategic research programme.

In line with the above, NUS and EDB collaborate to form SERIS as a NUS-owned and hosted research Institute to specifically address the needs of the emerging regional solar energy industry.

SERIS was officially formed on 1 April 2008 and was allocated space within Block E3A to kick starts its operation. Its total floor area of 1620m² in 1st and mezzanine floor cater for clean-room facility for research on PV film while the 1300m² at level 6 houses SERIS staff offices.
