Professional Diploma in Employment Relations (6th Intake)

Synopsis

The National University of Singapore (NUS), through the NUS Extension, and the Ong Teng Cheong Institute Labour Studies (OTC Institute) have jointly developed and organised the Professional Diploma in Employment Relations (PDER) course. The course is targeted at personnel who have responsibilities for, or an interest in, industrial relations and human resource management. It will provide in-depth knowledge of employment relations functions in both its theoretical and applied dimensions. The Professional Diploma will also provide practical insights and actual examples of managing employee relations issues drawing on the vast experience of the trade unions in labour relations matters and the university's academic expertise. The first intake for the 180-hour part-time course will commence in July 2005. Course participants will be required to complete 6 modules between including examination at the end of each module.

The curriculum will comprise of the following 6 modules:

Brief Outline of Modules

Module 1: Singapore Industrial Relations System

This module will provide an in-depth understanding of the evolution of industrial relations in Singapore and the historical development of trade unionism as a progressive partner in national development. It will begin with the theoretical and international framework for the study of industrial relations (IR) to enable students to discuss the principles and practice of IR in Singapore from a comparative as well as historical perspective. Students will analyse the key players (unions, employers and government), and processes in tripartite and bipartite relations. The final section will focus on changing employment and social structures and its implications for industrial relations.

Module 2: Labour Laws

This module will provide an understanding of common law and statutory laws that relate to contracts of employment and define the nature of the legal relationship between employers and employees. It will also explore the legal framework that governs the conduct of industrial relations including the laws which cover the registration and administration of trade unions and laws which regulate trade disputes in Singapore.

Module 3: Human Resource Management

At a time of rapid changes in markets, technology, products and increasing global competition, effective management of human resources is more critical than ever. This module examines the concepts and practices underlying effective human resource management systems. It provides a systematic framework for analyzing factors that affect personnel decisions. There will be focus on how organisations acquire, organise, develop as well as retain human capital. Participants will be introduced to key principles, processes and methods that are used by organisations to maintain their competitive edge.

Module 4: Reward Management

This module provides a comprehensive overview and understanding of reward management in a holistic and practical way. It looks at how "rewards" has evolved over times due to changing business environment and expectations of the workforce, and examines the appropriate reward framework to motivate staff and increase performance. It will also explore how through proper reward management, employee and organisation performance will improve, and thus a stronger linkage between individual and company performance.

Module 6: Comparative Employment Relations

This module takes a broad approach to study conventional areas of industrial relations and human management issues in the context of a rapidly globalising world economy. Increasing global competition has necessitated a re-examination of the way firms, governments and unions handle their business strategies and employment practices. Students in this module will learn analytical skills for understanding changing employment relations from both a historical and a comparative perspective
