Administrative Staff Exchange Programme (ASEP) for Outgoing Staff

Introduction

Administrative Staff Exchange Programme (ASEP) was launched by IRO in 2003. The Programme started with exchanges with U21 partner universities. Due to overwhelming response, the programme has now been extended to NUS partner universities beyond the U21 network.

Whilst staff members are strongly encouraged to select U21 member universities as their ASEP hosts, they may opt to embark on an ASEP stint at any university that has links with NUS. However, selecting a U21 host university would allow us to leverage on the strong ties and commitment to ASEP that already exist within the network.

 


Objectives of ASEP

 
  • To promote greater knowledge and understanding of the operations in each university as well as the cultural context of the partner university
  • To improve work practices
  • To provide self and career development for staff members
  • To identify areas for practical administrative cooperation

 

Eligibility

All full-time NUS Executive and Professional staff members, including Executive and Professional staff members holding appointments at NUS faculties/schools, are eligible to apply for ASEP.

Eligibility Criteria

 
  • Staff members holding appointments of Executive and Professional Grade 5 and above
  • Staff members with at least 3 years of service in NUS
  • Staff members who have been consistently rated as having exceeded requirements for the past 2 years
  • Full time NUS staff members who are of foreign nationalities but meet the eligibility requirements


On a case-by-case basis, consideration may be given to exceptional candidates who do not meet the above criteria. The Directors/Deans/Heads must provide a report to support the nomination of candidates who do not meet the minimum eligibility criteria.

Staff members must obtain approval from their respective Directors/Deans/Heads to go on ASEP.

 

Application Procedures

Please read and follow the instructions on the ASEP application form carefully.

Completed application form must be submitted not later than the closing date to IRO in hardcopy. Please indicate “ASEP Application” at top right corner of the envelope.

Applicants are advised to provide their postal and NUS email addresses to ensure effective communication with IRO.

Applicants can choose to embark on ASEP in more than one country/university of their choice. However, the ASEP must be completed within one trip. Do also note that it is the prerogative of the host universities of choice to grant the applicant time and support for any visit.

Applicants may embark on an ASEP stint for up to 3 weeks.

Selection, Evaluation and Results

A selection committee, comprising IRO, OHR and at least two other representatives from central administrative departments and/or faculties, will interview shortlisted applicants. The selection committee will jointly endorse the list of final successful applicants for ASEP.

 

Cost Arrangements

Successful candidates embarking on the ASEP will be provided with the financial assistance and benefits outlined below:

For Central Administrative Staff

 
  • Return airfare by the most direct and economical means
  • 100% of daily subsistence allowance for the duration of the trip will be provided for the candidate in accordance to university's rates of subsistence allowance
  • Local transportation and ground transfers
  • Medical benefits in accordance to the Overseas Medical Benefit Scheme (HR 059/07)

 

For Faculty Administrative Staff

 
  • Co-funded by the faculty/school and IRO on a 50:50 basis
  • Items supported are the same as listed above.
