ASEAN University Network (AUN)

At the Fourth ASEAN Summit, held in Singapore in January 1992, ASEAN leaders directed that ASEAN should help hasten the solidarity and the development of a regional identity by considering ways to further strengthen the existing network of the leading universities and institutions of higher learning in the region. The idea was later developed into ASEAN University Network (AUN) which was established in November 1995 with the signing of its Charter by the Ministers responsible for Higher Education from ASEAN countries, the signing of the Agreement on the Establishment of the AUN by the presidents/rectors/vice-chancellors of participating universities and the formation of AUN Board of Trustees.

The main objective of the AUN is to strengthen the existing network of co-operation among leading universities in ASEAN, by promoting co-operation and solidarity among ASEAN scholars and academicians, developing academic and professional human resource, and promoting information dissemination among ASEAN academic community. The network has brought together the ASEAN countries' individual quest for academic collaborations in the identified priority areas that would deepen understanding of the dynamic ASEAN, and accordingly hasten regional identity and solidarity.

AUN Structure:

The AUN structure is composed of 3 levels working in interrelation with each other: a Board of Trustees, Participating Universities in the ASEAN member countries and a Secretariat.

(a)  Policy level: Board of Trustees

The AUN Board of Trustees comprises of one representative from each of the ASEAN Member Countries, as designated by the respective governments, the Secretary-General of ASEAN, the Executive Director of the AUN, as ex-officio members. The functions of the AUN Board are to formulate policies for the operation of the network, to approve proposals for projects, to appoint the Executive Director and staff of the AUN Secretariat, and to conduct the periodic review and evaluation of on-going projects and activities. The AUN Board meets twice a year.

(b)  Implementing level: Participating Universities

The Participating Universities will implement the work programmes and activities of the AUN. As of January 2010, the AUN has 21 Member Universities from 10 ASEAN Member Countries.

(c)  Coordinating and monitoring agency: AUN Secretariat

The functions of the AUN Secretariat are to plan, organise, coordinate, monitor and evaluate AUN programmes and activities; to propose and develop ideas, innovations as mechanisms for sourcing and generating funds for the operation of self-reliance and self-sustaining of the AUN; and to assess and review periodically the accomplishments of the AUN. Thailand hosts the Office of the AUN Secretariat, which is located at Chulalongkorn University, Bangkok, Thailand. The AUN Secretariat collaborates with the ASEAN Secretariat for the implementation of AUN priority activities.
