Riding on the success of the inaugural dialogue, the theme of the second Dialogue was "Models of Public and Private Higher Education" with a focus on governance of public and private institutions of higher education. Speakers included six eminent government officials and academic leaders who shared insights on higher education reform, opportunities and challenges as well as governance of public and non-governmental institutions in their respective countries.
