Dr. Joe Peters
Music Director & Resident Conductor
Dr. Peters has had a dual career (Music and AV-IT) at the National University of Singapore. Immediately after graduating in 1968 with a B.Soc.Sci, he was appointed to assist with the development of a new and bold extracurricular music programme. In 1972 he served as administrator for the academic music programme under the Faculty of Arts. Only the extra-curricular programme survived and he continued to work with that programme till 1993, serving also as musical director for the NUS Symphonic Band and NUS Stage Band, and founder and musical director of the NUS Electronic Music Lab and the NUS Rondalla.
After 1993 he served in the AV-IT sector of NUS, retiring in 2009 as ASSOCIATE DIRECTOR (Multimedia). He is currently the Chief Consultant to Sonic Asia Music Technologies where he is developing timeline music education technologies for various applications in music education.
Dr. Peters read for a Masters in Music at the University of the Philippines, and a PhD at the University of Western Australia.
He serves on many panels here and abroad: Advisory Committee, MusicSg of the National Library Board; Arts Advisory Panel and External Assessor, National Arts Council; Advisor, Singapore Indian Orchestra; Liaison Officer, ICTM (International Council for Traditional Music), UNESCO; Committee Mixte, RILM (Repertoire International for Music Literature); Member, International Rondalla Congress; Member, Forum of Music Research Centres; and Asian Co-ordinator for Latitude South 35.
His work in rondalla includes continuous revision and development of his Heuristic Group Rondalla Method, which is the foundation of the NUS Rondalla. This method enables the NUS Rondalla to recruit and train students each year, ensuring the survival and longevity of the ensemble NUS Rondalla is now more than 30 years and it is one of two in Singapore.
He has trained many generations of student conductors, performers, arrangers and composers. The NUS Rondalla Library of scores is one of the largest among rondallas in the world. The NUS Rondalla performs actively the whole year round, including overseas, and gives one major concert, Fiesta Rondalla, in March of each year.
He is acknowledged as a pioneer in rondalla history.
Dr. Peters has anchored the NUS Rondalla in the International Rondalla Festival held in the Philippines three times since 2001. The 4th International Rondalla Festival will be held in 2014 in Singapore and it will be directed by Dr. Peters.
