Mr Tommy Hor

Tommy Hor, Chief IT Officer, National University of Singapore, spearheads the IT development on campus supporting teaching, learning, research and administration. Mr Hor graduated with a B.Sc. (Honours) in Physics and Computer Science from the University of London in 1982 and subsequently, a Master of Philosophy in Computer Science from the University of Hong Kong in 1985. Mr Hor received a Teaching Excellence Award from the National University of Singapore for the use of IT in teaching in 1998. In recognising his great achievement to harness the idle CPU power from over 1,300 PCs on campus for research computing, Mr Hor was conferred the CIO Asia Award 2006. In 2008, Mr Hor won the MIS Asia IT Excellence Award for the Best Security Strategy Category. Mr Hor was conferred the National Day Award 2017, the Public Administration Medal (Silver).
Mr Hor is the founding Chair of the CIO Forum, Institutes of Higher Education in Singapore in 2003. Representing the Asian region, he had served as Board Director of Higher Education User Group (HEUG), an independent organisation in U.S on best practices and strategic use of Oracle technologies and solutions for corporate and student administration. Mr Hor has been instrumental in shaping the IT landscape of the University and Singapore. The University has become the Internet birthplace of Singapore in 1990 and established a neutral ground for Singapore Open Exchange (SOX) for Internet traffic in 2000. His current work includes IT Governance, Cybersecurity, Research & Mobile Computing, and applications of artificial intelligence and big data.
