Prof Phoon Kok Kwang
Vice Provost (Academic Personnel)
Professor Phoon Kok Kwang is Vice Provost (Academic Personnel) at the National University of Singapore, and is presently a Distinguished Professor.
In his capacity as Vice Provost, Prof Phoon works with the Provost in academic personnel matters including recruitment and development, benchmarking and resource allocation.
A graduate of the National University of Singapore and Cornell University, Prof Phoon is a geotechnical engineer and has been a faculty member in the NUS Department of Civil & Environmental Engineering since 1995. He was the Head of Department of Civil and Environmental Engineering from May 2013 to August 2015.
Prof Phoon’s expertise lies in risk and reliability in geotechnical engineering. He is a recipient of numerous awards, including the Norman Medal (2005) – the highest honour granted by the American Society of Civil Engineers (ASCE), the NUS Outstanding Researcher Award (2010), Annual Teaching Excellence Award (ATEA) (2011 and 2012), as well as the John Booker Medal (2014) from the International Association of Computer Methods and Advances in Geomechanics (IACMAG).
Prof Phoon is the current Chair of TC304 - Engineering Practice of Risk Assessment and Management, International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE) (2010-2017). He was the past Chair of the ASCE Geo-Institute Technical Committee on Risk Assessment and Management (2003-2009). He is the first person outside USA to chair both committees, which are the most influential committees in his field. He has served as the scientific advisor to the International Centre for Geohazards (2004-2013), board member of the Civil Engineering Risk and Reliability Association (2003-2011), and President of the Geotechnical Society of Singapore (2010 – 2011). He is a current board member of the International Association for Computer Methods and Advances in Geomechanics and executive board member of the International Association for Structural Safety and Reliability. He was elected Fellow of ASCE in 2008, Fellow of the Institution of Engineers Singapore (IES) in 2009, and Fellow of Academy of Engineering Singapore in 2012.
At the University level, Prof Phoon has served in various capacities, including as a member of the University Promotion and Tenure Committee (UPTC), NUS Senate Delegacy, Research Excellence Award Committee (REAC), University Research Benchmarking Consultative Committee (RCCC), University Awards Selection Committee, and Chair of Task Force on Continuing and Professional Education.
Prof Phoon’s teaching areas are in Foundation Engineering, Reliability & Decision Analysis, and Analytical & Numerical Methods in Foundation Engineering. His main research interest lies in risk management of geotechnical systems in the presence of natural geologic variabilities and others. Prof Phoon has also served on the editorial boards of the top three journals in geotechnical engineering. He has 2 books to his name, edited 5 ASCE Geotechnical Special Publications, and published more than 100 international refereed journal papers. He has delivered presentations in more than 20 countries and over 70 cities around the world, including the inaugural S.L. Lee Lecture (2013), 11th J.E. Jennings Memorial Lecture (2013), 10th Sun Jun Lecture (2015), and Wilson Tang Lecture (2015).
