Professor Phoon Kok Kwang is Senior Vice Provost (Academic Affairs) at the National University of Singapore (NUS), and is presently a Distinguished Professor.

In his capacity as Senior Vice Provost, Prof Phoon works with the Provost in academic affairs including recruitment and development, benchmarking and resource allocation.

A graduate of NUS and Cornell University, Prof Phoon is a geotechnical engineer and has been a faculty member in the NUS Department of Civil & Environmental Engineering since 1995. He was the Head of Department of Civil and Environmental Engineering from May 2013 to August 2015.

Prof Phoon’s expertise lies in developing statistical and other data-driven methods to support decision making in geotechnical engineering. He is a recipient of numerous awards, including the Norman Medal (2005) – the highest honour granted by the American Society of Civil Engineers (ASCE), the NUS Outstanding Researcher Award (2010), Annual Teaching Excellence Award (ATEA) (2011 and 2012), as well as the Humboldt Research Award from the Alexander von Humboldt-Stiftung/Foundation (2017).

Prof Phoon was the past Chair of TC304 - Engineering Practice of Risk Assessment and Management, International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE) (2010-2017) and the ASCE Geo-Institute Technical Committee on Risk Assessment and Management (2003-2009). He is the first person outside USA to chair both committees, which are the most influential committees in his field. He is currently serving as an appointed Board Member of the International Society for Soil Mechanics and Geotechnical Engineering (ISSMGE), Vice-President of the International Association for Computer Methods and Advances in Geomechanics (IACMAG), Vice-President of the International Association for Structural Safety and Reliability (IASSAR), and Advisory Board Member of the World Economic Forum Global Risks Report. He was elected Fellow of ASCE in 2008, Fellow of the Institution of Engineers Singapore (IES) in 2009, and Fellow of Academy of Engineering Singapore in 2012.

Prof Phoon has four books to his name (one translated in Chinese), and published more than 190 international refereed journal papers. He has delivered presentations in more than 29 countries and over 90 cities, including the inaugural S.L. Lee Lecture (2013, Singapore), 11th J.E. Jennings Memorial Lecture (2013, South Africa), 10th Sun Jun Lecture (2015, China), 4th Wilson Tang Lecture (2015, The Netherlands), 10th Peter Lumb Lecture (2018, Hong Kong), 4th Suzanne Lacasse Lecture (2019, Taiwan), and the 2nd Alfredo Ang Lecture (2020, China).

At the university level, Prof Phoon has served in various capacities, including as Chair of the University Promotion and Tenure Committee, University Promotion in Educator Track Committee, University Academic Affairs Group, Interim Director of the Lloyd’s Register Foundation Institute for Public Understanding of Risk, and Task Force on Continuing and Professional Education.
