Mr Joseph P MULLINIX

Mr Joseph P Mullinix is Deputy President (Administration) at the National University of Singapore. He works with the President in initiatives such as strategic review, risk management and corporatisation. He has general oversight over administrative functions relating to human resource management, financial management and the management and upgrading of campus services and infrastructure, including the safety, security and environment of the University. In particular, Mr Mullinix is primarily responsible for formulating strategies and implementing actions to maximize administrative efficiency, building up student-centre services as well as ensuring the smooth functioning of the day-to-day operations of the University in academic support areas, student residential facilities and related services. His responsibilities include overseeing the University business continuity planning, NUS Multi-purpose Co-operative Society and Campus Green Committee. Mr Mullinix chairs the Board of Singapore University Press Pte Ltd, Administrative Change Agents Meeting, Corporate IT Committee, and NUS Museums Advisory Board. He is also Deputy Chair, Space Allocation Committee.

Mr Mullinix holds a Master of Business Administration with the University of Chicago, Graduate School of Business, with additional graduate study at Harvard University. He did his Bachelor of Arts (Economics) with Georgetown University. Prior to his appointment with the National University of Singapore, Mr Mullinix was the Chairman, National Association of College and University Business Officers, Washington DC; and a Member of the Board of Directors of: TMT Co., Pasadena, California; University of California Press, Berkeley, California; California Association for Research in Astronomy, Waimea, Hawaii; Los Alamos National Security LLC, Los Alamos, New Mexico; and the Forum for the Future of Higher Education, Cambridge, Massachusetts since 1997.

Mr Mullinix has been the Senior Vice-President for Business and Finance with the University of California since 2000. His previous appointments include Vice-President for Finance and Administration at the Yale University (1993 – 2000); Senior Vice-President at Columbia University (1984-1993) where he held the role of Chief Administration Officer and subsequently Chief Financial Officer of the University. He was Vice-Provost, Academic Planning and Resource Management at Columbia University (1983-1984). Before his positions with these institutions of higher education, Mr Mullinix served as Senior Financial Analyst with Goldman, Sachs and Company, responsible for analysing the performance of the firm’s investment banking and fixed income divisions.

He also served as Deputy Associate Director for Economics and General Government at the US Office of Management and Budget, Executive Office of the President of the United States where he handled planning, resource allocation, impact assessment and programme development for more than 30 departments and agencies. He had also worked as Management Consultant with Urban Institute, Washington, D.C. and Urban Systems Inc, Cambridge, Massachusetts and with Arthur Young and Company, New York, where he handled annual audits, acquisition reviews and financial management duties.
